Presentation and Submission of CBHF Guidelines to Ministry of Health-Uganda

On Wednesday, February 25, 2026, we met with Dr. Charles Olaro, the Director General of Health Services- MoH, at his office. During this meeting, we handed him a copy of the draft Guidelines for the Community-Based Health Financing (CBHF) that the Ministry of Health requested Save for Health Uganda and other CBHF promoters to develop.

In our discussion, we emphasized the importance of CBHF in improving access to healthcare for underserved communities and reducing out-of-pocket expenses for families. We also highlighted key components of the guidelines, including coverage options, implementation strategies, and the three categories of CBHF schemes which include the Member Managed CBHFs, the Provider Managed CBHFs, and the Third Party Managed CBHFs.

Dr. Olaro expressed his appreciation for our efforts and shared his vision for integrating CBHF into the national healthcare framework. He told us the Ministry of Health would review the Guidelines and move them through the relevant organs, including the Health Policy Advisory Committee (HPAC) and Top Management, to secure approval and rollout. He promised to give us feedback and involve us as stakeholders at each stage.

Once the Guidelines are approved, we plan to schedule dissemination sessions with other stakeholders, including local governments, community leaders, and healthcare service providers, to promote their application and extension of CBHFs to all regions of Uganda with the aim of enhancing the overall well-being of our communities.
