THE 8TH NATIONAL CHF CONFERENCE
The 8th National Community Health Financing (CHF) Conference
The 8th National CHF conference has been organized to discuss and generate proposals for CHI guidelines to be submitted to MoH for adoption.
The conference is both timely and significant, as the absence of the Community Based Health Insurance regulations continues to hinder the effective operations of the schemes. It had been anticipated that CBHI operations would be streamlined in the National Health Insurance (NHIS) bill; however, the bill has faced prolonged delays, and its enactment remains uncertain. Furthermore, Ministry of Health has consistently faced challenged in supervising CBHIs due to lack of a regulatory framework. There is also a complete lack of coordination among CBHI promoters and schemes, which has adversely impacted their growth and expansion. The introduction of CBHI guidelines at this point is therefore critical, as it presents an opportunity to organize CBHI schemes and align them with the proposed NHIS framework.
The conference is organized under the theme: Expanding CHI schemes: A pathway to universal financial protection and equitable access to quality healthcare services in Uganda.
Conference main objective:
To generate proposals for policy and regulatory framework for CBHIs to facilitate their expansion, establishment, effective operations, sustainable growth and to protect the rights of beneficiaries.
Conference specific objective:
- To generate proposals for Community Based Health Insurance scheme guidelines for Uganda.
Conference expected outputs:
- Draft copy of the proposals for Community Based Health Insurance guidelines
- A committee formulated to follow up the approval of the draft Community Based Health Insurance guidelines
Conference expected outcomes:
- Community Based Health Insurance guidelines approved by Ministry of Health
- A Community Based Health Insurance schemes’ coordination mechanism established and functioning.
- Community Based Health Insurance operations streamlined in the NHIS law based on the guidelines.
How the conference will be organised
SHU in collaboration with other partners will host the 8th National CHF conference on 28th, 29th and 30th May 2025 at Imperial Resort Beach Hotel in Entebbe. The conference will bring together approximately 70 participants, including promoters and members of CHF schemes, policy makers/legislators, line ministries, healthcare providers, civil society actors, local government leaders, and other key stakeholders in health and social protection sectors from Uganda.
The conference will run for two days of structured engagement. Day one will feature an opening ceremony followed by key note speeches, technical presentations, and panel discussions. Day two will focus on group discussions, plenary sessions and conclude with a formal closing ceremony. On the third day, 30th May 2025, the conference organizing committee will meet to validate and consolidate the final conference report and recommendations.
