SHU and Partners Advance Community Health Financing Guidelines
A major step has been taken toward strengthening community health financing in Uganda. From 17–19 September 2025, SHU hosted a three-day stakeholders’ meeting at Kolping Hotel, Kampala, to review, validate, and refine the draft Community-Based Health Financing (CBHF) Guidelines.
The meeting brought together key stakeholders from SHU, the Ministry of Health, the Ministry of Gender, Labour and Social Development, the Uganda Protestant Medical Bureau, the Uganda Health Partners Cooperative, and the Luwero District Local Government. Drawing on their diverse expertise and experience, participants made valuable technical contributions that enhanced the quality of the draft guidelines, ensuring they are aligned with national health priorities while addressing the realities and needs of communities.
The meeting concluded with the successful production of a refined draft of the CBHF Guidelines, an important milestone in the journey toward establishing a stronger and more sustainable framework for community health financing in Uganda.
Looking ahead, stakeholders agreed that the refined draft will be submitted to the Director General of Health Services at the Ministry of Health for further review and approval. Once approved, the guidelines are expected to provide a critical framework for implementing and strengthening community-based health financing initiatives, contributing to improved access to quality healthcare and advancing Uganda’s progress toward Universal Health Coverage.
